PC is not possible to put to sleep?

When I click "Sleep" in Windows, the monitors turns off, but the fans in the computer (AS 6) is sitll running. It also randomly turns on monitors again after a while. I suspect it does not really goes to sleep, only turns off monitors.

I have checked in device manager that all devices are allowed to be turned off in power management.
I have also tried to disconnect all USBs.
Attached are results from powercfg commands.

The most likely cause is that there is some software running in the background, preventing the system from sleeping.

Software that refreshes frequently or consumes data continuously can affect the computer's sleep mode.

You can try closing all applications and then put the mini PC to sleep.

There's no applications running (I even force closed all unnecessary processes from process manager).
I unlplugged the power, powered on the PC, wait for Windows to log on, and then press the power button on the PC. It instantly turns off the monitors and reduces fan speed, but PC is still on, as indicated by the fan running at low speed, and the HDD light flashing every now and then.

I enabled Hibernate, and that work (it turns it completely off), but that is not a good solution because it's very slow to turn on and off.

Strangely, this command turns it off, but it takes about a minutes (assume it's dumping memory to file).
Resuming shows the BIOS splash, and then windows lock screen, but seems faster than normal hibernate.

This seems to explain something!! But WHY is it not supported? I checked in BIOS, it is enabled (default)
